Referring is a clinical judgement made in seconds and then handed to a process that has no owner. The judgement is usually right. The process loses it.
A doctor can raise a referral in Drapto, see when their patient was seen, and get the report back attached to the reason they asked. No fee is paid or received for a referral.

What nobody gets paid
No fee, commission, rebate or revenue share reaches anyone for sending a patient — in either direction. Fee-splitting for referrals is prohibited under IMC (Professional Conduct) Regulations 2002 cl. 6.4 and the NMC Professional Conduct Regulations 2023, and the exposure sits on the practitioner's registration.
